These are "X-Coat Tips" for nail extension. You can add design on them or apply builder gel & top coat to finish. Press on nails is a finished product, but "X-Coat Tips" is a semi-finished product
The X-Coat Tips can be sock off, steps as below:
1: Cut and efile the nails to make it thin
2: Wrap with acetone, wait 15 min
3: Sock off the tips with cuticle pusher
4: Polish your nails again and apply cuticle oil to protect your nails
